Using 512MB wouldn't make sense (wouldn't be usable with the retina display). On the other hand 2GB is unlikely for the mini. I hope the Air has that amount. My best guess is 1GB for the mini, which is still not bad.
Another key aspect of the A6X vs. the A6 was the wider memory bus. If Apple uses the same A7 as in the iPhone 5S, then we could be looking at a memory bottleneck at full retina resolutions.
I think it is the same A7 chip they used in the 5S, ipad air and mini. They just tweaked the clock speed of cpu and gpu to reflect the wanted battery life. So 5S has 1.3Ghz but Mini likely got 1.4 and Air gets 1.6ghz while the gpu on Air probably gets to 533mhz while the mini gets 350 or 400 mhz. This way controlled by the firmware, it is easy to manage te performance vs battery life of the devices.
That wouldn't affect memory bandwidth though. There would still be a single 64 bit wide memory channel at 1333 Mhz where as the previous A6X had a 128 bit wide 1066 Mhz (roughly 1.6 times faster).

Same A7 as the 5S, 1GB. Not A7X this time.Synaesthesia - Tuesday, October 22, 2013 - link
Maybe Apple just said that for marketing purposes, we'll see when it get's thoroughly reviewed.tipoo - Tuesday, October 29, 2013 - link
Forgot the source, google it if you want, but it is indeed 1GB.Death666Angel - Tuesday, October 22, 2013 - link
Whatever happened to numerical differentiation between products. I seriously hate that trend. Also, waiting for the first Chinese tablets to use that display panel. That's a good size for a tablet for my wife. :)
